Summary of Experience
Dev Oberholzer is a civil, transportation and traffic engineer with 40 years’ experience in transport engineering, traffic models and software development. He is co-owner and technical director of Multi-Media Publications (Pty) Ltd, providing specialist transportation and traffic engineering consultancy services to South African and global consulting companies such as Hatch, SMEC, RHDHV, Gibb, Escongweni and others.
Dev has an in-depth understanding of multi-modal transport systems in major urban conurbations, having worked with and in some cases contributed to the development of several strategic South African and Australian transport models, notably eThekwini, Msunduzi, Tshwane, Gauteng, Johannesburg, Mbombela, Ipswich, Brisbane and the Gold Coast. Within this framework, his skills include specialist topics such as demand models, modal split logit models and the automation of modelling processes and GIS interfaces.
Recent projects include traffic engineering support for the M6 motorway in Sydney, the ARTC Inland Rail project from Brisbane to Melbourne, Toll Operator Feasibility for the Nairobi to Mau Summit toll road in Kenya, Traffic Management Plan for the proposed Udinsk Gold Mine in Russia, the development and Design of Truck Stop, Truck Staging Area and Operating Model in the South Durban Basin, Legion pedestrian simulation for the Brisbane Cross-River Rail underground stations, Gautrain Revenue and Capacity Study for the Gautrain Management Agency, preparation of strategic and traffic impact assessments for Tongaat Hulett Developments, and due diligence and peer review of the Gautrain Rapid Rail Integrated Network Feasibility Study.
During 2008 and 2009, Dev gained valuable international experience while working in Brisbane for MWH Australia as transport planning and modelling team leader on large transport projects such as Gold Coast Rapid Transit, the Northern Link toll tunnel, the Port of Brisbane Motorway Upgrade and the Cunningham Highway Needs and Feasibility Assessment Study.
In the ten years prior to that, he operated as a free-lance advisor for South African consulting firms SSI, BKS and Delca. His specialities included the investigation of transport and financial implications related to several 2010 FIFA World Cup projects and the development of toll traffic models for the South African National Roads Agency.
Dev is comfortable operating in a construction environment and managed his own civil engineering construction company for many years in the 1990s. In the late 1980s and early 1990s, he worked closely with major freight forwarding and clearing companies such as Heneways and Skyline Freight, developing enterprise database management systems with emphasis on international freight forwarding operations and logistics.
Dev’s modelling and software background and his understanding of infrastructure requirements provide the ideal combination of skills for application in large, capital-intensive transport projects which are subject to rigorous
